What kind of fish is this...

I was going to go with juvenile sea trout.....Never heard of a ocean trout in SoCal......The face thing is probably from being bit by a bigger fish or any number of things that cut off his upper lip....Are those teeth?

Yes those are teeth on the bottom, I don't think it was a deformity because the mouth closed completely. It's like it had a severe under bite.
 
Definitely a wrasse of some kind cousin to a sheepshead

After looking at the pics I'd say wrasse who stuck his nose in the wrong crevice and met Mr. moray eel.

LOL I thought I have seen every thing out there. It ran into something and got away.to live an other day. Weirdest fish I have seen were kelp fish & lizard fish. But I have to admit lingcod are ugly too.
 
It's a female Rock Wrasse that had it's upper jaw torn off somehow. Very common shallow water fish here in SoCal.
