I haven't shot a coyote with the #4 yet but I have hunted quite a few fox with the Federal stuff and it works great. It stops them in their tracks but sometimes does require a follow up shot to finish the job. Very little pelt damage...
Coyotes are the smartest predators I've hunted. They get educated that the call means danger. If after 30 minutes they don't come in they probably won't and you'll have to give it a few months or even a year.

Called in three coyotes and two fox last night. Full moon always seems to make them really Leary none of them came all the way in .

You DO need to use lead free with a shotgun statewide, but you have until 2019 for Rifles. It's a $500 fine. You can send me a message with the general area you're hunting and I can check the onX maps overlay if it's a California condor bird habitat zone which is generally west of the 15 freeway...
Shotgun Magazine and load size restrictions are only for game animals. California is surprising liberal in regards to varmint hunting. The only new restriction to be wary of is the new lead free requirement for shotgun hunting.
