That is probably northern cal.
There is lingcod out of Point Loma but is a looong paddle and they are at 80 to 100'.

concern I would have is bleeding fish next to that little kayak, in a 18-1/2 ft power boat, I made the mistake of cleaning fish before heading in, and there was was sharks all a round us.
