Feral Animals

Speaking of feral cows, why are there cows on public land? Shouldn't that mean they're public cows?

Public lands (NF & BLM) can be leased.......Hence, the battles in a lot of states where the feds want their land back from long term or traditional leases.....The rub for me is, they (cattleman) lease 1000's of acres then sometimes post it "No Hunting".
