Youth drawings.....So which is it?

So, out of curiosity, the J hunts are all considered premium tags. If you look at the regulations, it states that:

Premium tags:
-90% to preference points
-10% random drawing

Apprentice tags:
-50% Preference points
-50% random drawing

So which is it? Does it fall under the Apprentice regulations, or since the apprentice hunts are all considered premium tags, does it fall under that? Or am I reading it wrong all together?

Disregard, I hit post thread before finishing reading. Looking at last year's results, all the J hunts were 50/50 draws.
