Salton Sea Water!

Saw this article a few days ago. It looks like progress, but I had some questions, so I'll post them here in case someone has some knowledge about this...

I'm thinking it should attract more birds to the Wister area (I hope). Couple of items to consider though... #1 - (from the article) "A mix of saltwater from the lake and freshwater from the New River — which takes in agricultural runoff from the Imperial Valley and wastewater from Mexico — is being pumped to the wetlands, which feature constructed ponds, islands and berms." Is water from the New River a good idea? I haven't been down there for a while, and it's probably been even longer since I've seen any part of the New River, but isn't it just about an open sewer flowing up from Mexico? Is that a good source of water for this? And yeah, I realize it might be the only source, but is it better or worse than nothing? #2 - Will recreation be allowed in or around these ponds they create (aka hunting and maybe even fishing if they can get the salinity down some, at least Tilapia) or will it be off limits to human contact? #3 - this appears to be not too far from Wister if I'm not mistaken. Will it draw birds away from Wister (assuming there will be no hunting there), or will it attract additional birds (as I hope) and enhance hunting at Wister? What'd y'all think?
 
Imo. Make a closed zone. No entry...period. Wister needs untouched habitat. For wildlife to thrive. Having that will give them a back n forth to the sea making for better hunt experience. My 2 cents
 
If the gun clubs around wister stop planting that be devastating. Most of Wister is just big roosting ponds with no food.
