UPDATE:

SB 196 was set up to limit non-resident hunters to 2% of the total number of big game tags. Resident and non-resident guided hunters were to get 8% of the tags for a given hunt.

Fortunately the bill was modified and was passed through the senate and the house - now awaiting the governors signature. The way the bill reads now is:

6% of tags will be allotted to non-resident, 10% allotted to guided resident and guided non-resident and 84% resident split. New Mexico (looking for more revenue) will no require a non-refundable $65 hunting license to apply. The new changes if signed by the governor will be in affect for the 2012 hunt season.

New Mexico's Senate Bill 196 which reduces non-resident tag quotas to 6% for regular non-guided applicants and will require a non-refundable $65 hunting license was signed by the Governor. Everything will stay the same for 2011 and these changes will go into effect in 2012.
