Will the government shutdown effect the Refuges on opening day?

Has anyone heard anything official whether there will be staff to run the refuges if the government is still shut down?

Only Federal refuges are affected. From what I’ve read if there is a gate that needs someone to open it then it’s closed. Wister and San Jac are state run. I think Union is fed but no geese for a couple more weeks anyway.
