Baiting?

This morning I got up early and headed for the hills for an archery hunt. As I'm walking in to my stand, I find a new stand with a new trail camera near by. My issue isn't that it was set up right next to mine as annoying as it is but that whoever set it up put a couple piles of salt pellets. I thought that was illegal in California or am I wrong? I tried finding the regs that say that but I'm having trouble. Should I call this in?
 
It is against the law and you are guilty if you hunt within 400 yrds. If it was me I would catch the guy and tell him to move out or get busted. But if you do call it in then you better do it soon and take the warden to it before the hunting gets good. Because they will want to set the guy up and that will cost you time.

Is he hunting or maybe just taking pics. It will be hard to get busted unless he/her gets caught hunting

I would rip that tree stand down and toss it down the hill. Ha!

This ^ I would see if you could catch the guy and talk to him, tell him to get it out of there or you will report him. This happened to a friend of mine and he left a note on the guys stand saying if it wasn't gone in the next week by the time he got back that he would be reporting it to a ranger. Needless to say it was gone the next time he went through.

I use minerals in june , 3 months before season in 4 of my 6 treestands i have I tried all brands from apple crush ,salt blocks and pellets and deer cane last one I buyed on performance archery and I tell you nothing work for me , I do it to try to see what kind of deers was around, all pics I have squirrels , racoons, some birds and a deer fawn.
If you hunt laguna area you find many of those on the area and I dont see many guys there killing bucks, that stuff is not work in southern califonia, all so not for me.

My best bet all the time is make fake mock scrapes with deer urine before season thats work 200 times better .
Just see if mineral is there when you back, if is more all the time that guy is feeding deers if is not more sure deers dont like it .
I recently see a post here about a blind with salt rocks, man i was there las saturday and now was 3 blinds 60 yds each, 2 have minerals.
I dont care to much about people using minerals, but las week some guy stole 1 of my trailcams and my security rope on my treestand in laguna area and I hate people do that.
 
in the mid west it's legal in some states, here it is not...
yet I feel there to many restrictive laws, and not voted by the people them self's..
to much meddling in people affairs. let the people decide what should be law.. and not the government ...
 
I know its not legal in the season , but I do it before season for me is not work, how i say before the mock scrapes work better.
