Deer tag drawing questions

Two quick questions on these pics from the 2019 Big Game Digest:
1.) what difference does it make that A22 is now only ‘restricted’ rather than ‘premium’?
Does it allow an earlier purchase as a 2nd tag?
2.) is there a benefit in applying for deer tags in a party rather than individually? For example, if a party has 1 point can they apply for a G13 and get drawn? If that is possible then two hunters could get a tag for G13 every year (G13 usually requires 1 point in order to get drawn).

1. As a restricted tag you can get it as a second choice, or you can just buy it as a first tag if you didn't apply for the draw or didn't get a first tag in the draw. But, you may not have two restricted tags, or a restricted tag and premium tag. Bottom line is, before August 2, you may only have one restricted or premium tag. After August 2 the remaining restricted tags go over the counter. The answer to this question is on page 14.

2. There is only a benefit if you have fewer points than your partner or partners. As a party your points are averaged. For example, if you look in the book you'll notice that in D17 the lowest point value issued a tag in D17 was 0.75. This may have been a party of four where three people had one point and one person had zero.
