Yes they do. All the guzzlers I have come across are for birds. they will have steel bars at the entrance to keep larger animals out. I would think there are others for larger animals, I just have not seen them. I also don't know if the state has program like this or if they are all set up by groups like quail unlimited. Great idea either way.
I know that DWU has a number of drinkers similar to the one in the video in the Imperial Valley...Leon Lusika was instrumental in spear heading these water sources.
Couple of pix of ones in the Orocopia's...I know they used to use helicopters, but since Leon's passing...I do not know, if this tradition has been continued.

Pretty sure CADFW does not, but several different volunteer organizations do.
That large drinker with the buck in Steve's 2nd photo is one of several along the Coachella canal that was installed only after a bunch of deer drowned trying to drink after the cement was poured (to steep) and the deer could not get out and perished. Have a buddy that works for CVWD and they still remove a dead deer now and then.
But don't bother, there are no deer in the area.

Saw a post somewhere (I'll come back and post a link if I find it again) where the Marine Corps was assisting a Bighorn Sheep group filling guzzlers for the sheep via a Bambi bucket slung under the Marine's helicopter. I believe this just happened this past week or so and If I remember right it was in the Ocotillo Wells area.
