I got mine at Big5. 25 years ago, but you can buy them online now. All you need is the tip and you can buy the stick part at Home Depot.

Does this count as fishing and not able to do after dark since its on the Freshwater Sportsmans License?

Any lake you can fish after dark. Two guy. One with the gig and one with a good light. Their eyes glow in the dark.
