Lower otay allows floats and kayaks, San Vicente , El Capitan , Murray, Miramar, allows Kayaks. Are there any lakes or reservoirs down here that allow kayaks or float tubes>
I used to kayak La Jolla back 20 years ago. Had a Fish n Dive with electric motor and bait tank. Caught quite a few yellowtail and some white seabass in the kelp using live mackerel. In HI, I did some kayak fishing but the big sharks are a huge hassle. After about the dozenth tiger came up to my kayak and the bronze whalers and oceanic whitetips stole about 1/2 of what I caught, I quit. Float tubing in HI? No way. You'd be missing your legs in short order. I never saw a single water skier in the Kona area. Thought it might be due to so many sharks. Was told that the really big marlin, looking from below, see the wake of a water skier and react the same way as they would to a big lure being skipped across the surface. Had two friends speared by big fish there. One got hit thru the upper chest by a marlin and survived. The other, in the Kona harbor, got speared by a dinky 60 pound spearfish and didn't survive.
