Sweetwater Authority GM Carlos Quintero and fellow board member Steve Castaneda decided to drain Loveland Reservoir to near dead pool for 2nd time. National forest service did a land swap in late 90's but stipulation was to allow fishing. Can't fish if no water. Carlos and Steve stated that they control the water & land, and for the people of East San Diego County to live with it. Carlos Quintero makes over $300K a year as General Manager.
