Water lol. Low simmer for hours then scrape and what not.

I use hydrogen peroxide (pool supply) to whiten the skull. Bleach will weaken the bones and make them brittle.

Then I'll take Elmer's white glue add some water and apply a few coats to protect it. I've heard that silicone spray works as well but I haven't used it.
