quick waterfowl question

Im sure someone will know the answer to this. If I want to waterfowl hunt this year to I need to abtain a upland game stamp or just the federal and state waterfowl stamps? I said I just need the waterfowl stamps while my cousin says that i need all three .

If only hunting ducks, you will need the state and federal duck stamps. If you want to hunt doves, quail, pheasant or chuckar, add the upland stamp. You will also need the free harvest stamp, some placed used to forget to add that before the electronic license. Fed stamp is picked up at the post office.
