The water from the new river still flows. The mexicans were nice and built a treatment plant that takes a percentage of the sewage out of the river but the outfall for that plant is the delta not the salton sea. They actually force main it to the high point south of mexicali process it and let it gravity flow south.

So in a twist the sea suffers more because mexico is not shitting into it.
