West Laguna Rifle?

I was out hiking with the family on the West side of Sunrise Hwy.
We were coming back from Laguna lakes. sunrise trail. a hunter walks by us carrying a rifle in a case, in his backpack.

I thought rifles, and shotguns were illegal on that side of the road.

I'm pretty sure you can walk through the rec area just like he did. I've done it. As long as he was walking out of the rec area to hunt.
