If you owned hi cap mags prior to the automatic weapon ban you can use them no permit needed in any rife that was either registered by you in the last awb or in any featureless rifle. ( featureless means evil things like a pistol grip or flash suppressor )
examples are, if you build a M1a with no evil features you can then stick your 100 round drum mag you got in 1983 on it and blaze away.
If you just got a new AR15 from Fine firearms and it has a pistol grip You CAN ONLY USE 10 round mags period end of story.
