Drawing a D16 & A22

I have a question regarding the draw. I have been doing a lot of research on CDFW and im having trouble understanding the possibilities and restrictions of premium, restricted and non premium tags. I want to hunt D16, and I also want to hunt A22 for early and late season deer but don't know if it's legal to draw or apply for both tags? Thanks in advance....... No one in my family hunts and I don't have much guidance...... I have been hunting d16 for the past three season and been unsuccessful and would like to broaden my odds..... Over the last three years though I have learned a ton bs am seeming a lot of deer so hopefully with a little advice I'll be able to harvest at least one next season.
 
I think there may be some changes this year so I would wait to see what the tag designations are. Until then its anyone's guess as to how to apply for the tags.

This is the best advice for right now......There's plenty of D-16 tags to go around (3000).......A-22 is limited to I think 1500.....Like stated, these numbers could change...... :(
