Russell Burns, 55, of Napa, has been appointed to the California Fish and Game Commission. Burns has been business manager at Operating Engineers Local Union 3 since 2006, where he has held several positions since 1994, including treasurer, financial secretary, district representative, special representative to the business manager and business agent. This position requires Senate confirmation and the compensation is $100 per diem. Burns is a Democrat.

Peter Silva, 63, of Chula Vista, has been appointed to the California Fish and Game Commission. Silva has been president and chief executive officer at Silva-Silva International since 2011. He served as assistant administrator for water at the U.S. Environmental Protection Agency from 2009 to 2011, senior policy advisor at the Metropolitan Water District of Southern California from 2005 to 2009 and vice chair at the State Water Resources Control Board from 2000 to 2005. Silva was deputy general manager at the Border Environment Cooperation Commission from 1997 to 2000 and served in several positions at the City of San Diego Public Utilities Department from 1987 to 1997, including deputy director for water utilities, assistant deputy director for the clean water program and civil engineer. He was a resident engineer at the International Boundary and Water Commission from 1983 to 1987. Silva was an engineer at the San Diego Regional Water Quality Control Board from 1982 to 1983, at the Otay Water District from 1980 to 1982 and at the Los Angeles Regional Water Quality Control Board from 1977 to 1980. This position requires Senate confirmation and the compensation is $100 per diem. Silva is a Democrat.

Well when it comes to F&W rep and dem have pluses and minuses. Hopefully they will be on the side of preserving public lands and hopefully they want to keep those public lands available to hunters.
 
As most of you know, I am a fish & wildlife commission here in San Diego County......I have never heard of Mr. Silva.....Does he hunt or fish?.....Has he ever been part of any of our conservation groups (DU, CWA, NWTF, etc.)?.....Sure isn't in his bio.....Plus, 2 more dems appointed for a total of 5...... ::)

Is there a length to their appointment of a reason why they were appointed now (did someone else retire, etc).
These type of representative positions should be something we can influence.
I'm going to start looking into these roles with more focus, to see who is influencing their selection.

They are appointed for 6 years. Then the governor can appoint whoever he chooses (with confirmation).....Moonbeam has appointed 5 demorats for good reason.....HSUS & others of this same ilk all have "D's" next to their name.

Length of Term of Office:
The Constitution places the term of office of each Commissioner at six years. A
Commissioner, whose term has expired, may serve until the Governor appoints
a successor.
The terms of office for the Commissioners are staggered so that the term of not
more than one Commissioner will expire in any one year. If, for any reason, a
vacancy on the Commission occurs before the “normal” expiration of term of a
member, the successor may only serve out the replaced member’s original term.

Under a section in the lawsuit entitled “Local 3’s Leadership Has Solicited Murders to Silence Opposition Voices Within Local 3’s Membership,” the plaintiffs claim that in 2007, Business Manager and International Vice President Russell E. Burns “solicited the murder of a dissident Hawaiian Local 3 union member when he vocalized opposition to the union leadership.”

“Burns approached a fellow Local 3 union leader, Mr. [William Kahlani] Mahoe, to commit the murder of the dissident union member on the island of Oahu in Hawaii,” the lawsuit alleged. “Mr. Mahoe, an officer at the time, refused to murder his fellow union member and fellow native Hawaiian. Despites his efforts, Burns was unable to find another loyal union leader he trusted to murder the dissident member in order to silence him.”

Folks over at Backcountry Hunters and Anglers stated than Burns was a hunter. As for the other two they seem to have backgrounds in water resources and fisheries management. Remember to stay active and vocal your dollars though fees and Pittman Robertson is what funds these agencies and conservation not the "save the (insert charismatic animal that starred in Disney movie)" jar at the coffee shop.
