Not really, the axis front rail is so short it don't allow You to bring the rings back far enough, I have those same rings and with the full rail gives plenty of adjustment.....at least for me and a few others I talked to

Depends on what scope you have. But in his case (he has shown a picture) he will need a $19 rail mount for the PRW's. Below are the part numbers from Weaver (which will work fine on his rifle). If he wanted to get fancy he could buy a Warne or EGW.
