2018 California Big Game Regulations

This will be my first season participating. I'm going to purchase an unrestricted D-Zone tag and apply for G-13. I've been contemplating starting to purchase points and building up for a antlerless Grizzly Island elk tag. Is this even worth it? Or am I better off going out of state for OTC elk tags and never bothering with California Elk? Thanks for the advice.
