Communism/democratic socialism at it's finest.................. 
If I remember correctly, the utility charges are for the wealthy. According to the Dem. bast#rds, wealthy starts at around $100k a year. which in Ca. is about low middle class. I figure they have to make up the revenue they are losing because their laws and regulations are driving so many people and businesses out of the state.
Term limits and mandatory government service is a must in my opinion, Then these idiots might understand how our govt works and how to better it for we the people.
